For example, in terms of supporting core technology research and development, the "Several Measures" propose to provide semiconductor and integrated circuit enterprises that received support from relevant municipal departments in the previous year for "building core technology research carriers" and "supporting breakthroughs in key core technologies" projects, with a general support of no more than 3 million yuan depending on conditions.

In terms of enterprise chip support, the policy mentions that for enterprises using multi project wafer chips for research and development, a subsidy of 20% of the actual expenses incurred in the previous year will be given to each enterprise, with a total annual amount generally not exceeding 2 million yuan; For enterprises that complete full mask engineering product lamination for the first time, based on the process, the actual cost of lamination in the previous year generally does not exceed 30%, and support is generally not more than 10 million yuan.

The draft for soliciting opinions proposes to encourage the introduction and investment of integrated circuit industry projects, accelerate the cultivation and growth of integrated circuit enterprises, encourage integrated circuit enterprises to strengthen research and innovation, and improve the integrated circuit industry ecosystem.

Encourage the introduction and investment of integrated circuit industry projects

Article 1 For integrated circuit manufacturing projects with fixed assets investment of more than 50 million yuan (including) (excluding land funds), a reward of no more than 20% of the total amount of actual investment and up to 10 million yuan will be given. For integrated circuit technology renovation projects with equipment investment of 2 million yuan or more, a reward of no more than 10% of the actual investment amount and a maximum of 8 million yuan will be given.

Prioritize recommending projects that meet the conditions to be included in the municipal investment reward plan. Projects included in the municipal investment reward plan will no longer be rewarded according to the above terms, and the district level finance will provide rewards at 50% of the municipal level reward amount; Among them, major projects with fixed assets of 500 million yuan or more (excluding land payments) will be rewarded 100% of the city level reward amount.

Article 2: For newly established integrated circuit design (including EDA tool research and development) enterprises, if their annual operating income reaches 5 million yuan (inclusive) for the first time within two years from the date of establishment and the technical team is composed of 5 or more people (inclusive), a reward of no more than 10% of their main business income and a maximum of 2 million yuan shall be given; For those whose annual operating income reaches 20 million yuan (inclusive) for the first time and whose technical team consists of 10 or more people (inclusive), a reward of no more than 10% of their main business income and a maximum of 8 million yuan will be given.

Article 3 For the land settled by the leading enterprises in the integrated circuit industry or projects with fixed assets investment of more than 500 million yuan (including) (excluding land funds), the bottom price of land transfer can be determined by the district government according to the collective decision not lower than the benchmark land price.

Article 4: For newly introduced integrated circuit enterprises, after settling down and operating for one accounting year, a 50% subsidy will be given for the rental expenses of office research and development or production premises. The annual subsidy area for each enterprise shall not exceed 2000 square meters, and the monthly unit price per square meter shall not exceed 35 yuan/square meter; The subsidy period shall not exceed three years.

For newly introduced integrated circuit enterprises, a subsidy of 8% of the actual purchase price of office research and development or production facilities will be provided.

Article 5: For integrated circuit projects with actual investment of 50 million yuan or more, a subsidy reward of no more than 50% of LPR interest and no more than 5 million yuan shall be given for new loans.

Accelerate the cultivation and growth of integrated circuit enterprises

Article 6: Integrated circuit enterprises shall be rewarded for upgrading in stages according to their segmented industries:

Chip design category: For those whose annual operating revenue exceeds 20 million yuan, 50 million yuan, and 100 million yuan for the first time, they will be given a one-time progressive compensation reward of 500000 yuan, 1 million yuan, and 3 million yuan respectively (integrated circuit design enterprises that have enjoyed household registration subsidies will be subject to the principle of "starting from high and not repeating" when enjoying this policy);

Wafer manufacturing: For those whose annual operating revenue exceeds 500 million yuan, 2.5 billion yuan, and 5 billion yuan for the first time, they will be given a one-time progressive compensation reward of 500000 yuan, 2 million yuan, and 4 million yuan respectively;

Materials, equipment, and packaging testing: For those whose annual operating revenue exceeds 100 million yuan, 500 million yuan, and 1 billion yuan for the first time, they will be given a one-time progressive compensation reward of 500000 yuan, 1 million yuan, and 2 million yuan, respectively.

Article 7: Support enterprises in the region to carry out industrial chain cooperation, and reward key product procurement links of upstream and downstream integrated circuit enterprises in the region.

For enterprises engaged in packaging and testing OEM for integrated circuit design enterprises (excluding integrated component manufacturers), financial support will be provided at a ratio of 5% of packaging and testing costs, with a total annual support of no more than 2 million yuan for a single enterprise.

For integrated circuit production enterprises that open up production capacity for OEM chip (8-inch and above), funding support will be provided at a standard of 100 yuan per chip (converted based on 8-inch), with a total annual support amount of no more than 8 million yuan for a single enterprise.

For the first purchase of chips or modules independently developed by integrated circuit enterprises, and the cumulative annual procurement amount is more than 500000 yuan (inclusive), a one-time reward of up to 500000 yuan will be given at a ratio of 10% of the actual procurement amount; For the first purchase of equipment and materials independently developed and produced by enterprises within the first use area, and with an annual cumulative procurement amount of more than 1 million yuan (inclusive), a one-time reward of up to 1 million yuan will be given at a ratio of 10% of the actual procurement amount.

Encourage integrated circuit enterprises to strengthen research and innovation

Article 8: Encourage integrated circuit enterprises to strengthen the research and development of "bottleneck" technology and imported alternative technologies. For integrated circuit enterprises that have obtained invention patent authorization for the first time (patent rights have not been transferred outside the administrative area of Zhenhai District), a reward of 20000 yuan will be given. For integrated circuit enterprises that have obtained invention patent authorization for more than 10 times (patent rights have not been transferred outside the administrative area of Zhenhai District), a one-time reward of 150000 yuan will be given.

Article 9: Supporting industry leading enterprises, key universities, and research institutions to lead and participate in the formulation of integrated circuit industry standards, leading the formulation of international standards, leading the revision of international standards, and leading the revision of national standards, each enterprise (organization) shall be given a one-time reward of no more than 500000 yuan, 200000 yuan, and 100000 yuan respectively.

Improve the ecosystem of integrated circuit industry

Article 10: Encourage the introduction and construction of public service platforms for integrated circuit design, testing, and intellectual property. For newly established professional or comprehensive technical service platforms, a reward of 20% of the self funded investment in project equipment, up to a maximum of 5 million yuan, shall be given. Article 11: In conjunction with the municipal level integrated circuit industry investment fund, a special investment fund for the district integrated circuit industry shall be established, with a scale of no less than 10 billion yuan, implemented in stages and operated according to market-oriented mechanisms.
